Default Excel 2007 - Rows - Height - AutoSize question

I am having difficulties using the Rows/Height/Autofit Row Height setting.

When I autofit row height for cells that have greater than ~1250 -1300
characters, autofit will not set the row height beyond that number of
characters. I can manually set row height. My row heights are no where near
the maximum of 409.5 points. I have tried setting auto height from the ribbon
and by double-clicking the line between each row, but still no luck. Am I
missing something here?
