Default Compare and merge changes the footer incorrectly

For some reason, the footer in the new document has changed and the content in the footer is missing.

Page 1 of the old document is set to "Different First Page" and has a blank footer.

Page 1 of the new document is NOT set to "Different First Page" and conatins text in the footer.

When I compare the new document against the old document, the newly created merged and revised document is missing the footer text.

What is happening is that Page 1 (of the compare document) is being set to "Different First Page" even though the new document does not have this setting.

Does anyone know why this is occurring? Is it a limitation? Bug?
