Default What is needed on a PC to run a .mde file?

I have an Access 2003 database that I need to run on PCs without Office on
them. Do you know is needed on these PCs to run a access2003.mde file?

A legal copy of ACCESS software.

....or....

A legally installed "runtime" version of ACCESS (installed by someone with
an ACCESS Developer license).
