Default disable connection Settings

Hi

I want to set Outlook to work offline in a *.pst and the user shall not have
the right to change online. The group policy changes everything. I only want
the buttons to be gray.

Is it possible?

It's not at all clear what "buttons" you're talking about, what kind of email account, or even the version of Outlook. All those details may be relevant.
