No, Outlook has no per-contact feature like that.

If they start spamming me, I simply tell Spamex to disable that email address and no more spam. Even better, since I create a unique disposable address for each vendor, if they sell my address to a spammer, I will know which vendor did it, in case I want to do something about it. Also, I can disable individual vendors without affecting any others. The problem is that it is difficult to initiate email without disclosing my email address. If I send them an email, Outlook will disclose my email address. If I could put the Spamex disposable email address somewhere in the contact record and have Outlook use that as the return address, then I could freely communicate with them without breaching the privacy barrier established by Spamex.
