Default Adding a "Find a Contact" toolbar to Windows Start Bar

I'm a big fan of the "Find a Contact" toolbar component in Outlook (running
2002 SP3 on Windows XP SP2). Is there anyway to add this as a toolbar on my
Windows Start bar, on the bottom of my screen? What I'm aiming for is a way
to instantly look up a contact without having to first navigate to my Outlook
application. None of the add-ins I've found seem to address this cleanly.
