Default Visio 2007 Database Menu Missing

I have fully patched Visio 2007 Pro SP1 running on multiple machines,
mostly XP SP2. All but one of them show the Database menu item when I
start a new project

* New-Software and Database-Database Model Diagram (US units)

My problem is I can't edit existing database diagrams or create new ones.
I've read and tried a couple things, like reregistering some [program file]
dll
files, pointing to a new Add-Ons directory, checking the "Enable
Automation Events". I've even uninstalled and reinstalled the product
entirely. That darn 'database' menu doesn't show up and neither does the
property pane below when I start the project.

Anyone run into this at all?

Default Visio 2007 Database Menu Missing

Do you have 32-bit systems or 64-bit systems? Or perhaps a dual-core (or
other multi-core) CPU?
There is a logged issue with Windows 2003 and Windows XP 64-bit systems
failing to load the DB solution properly. However, the issue I'm aware of
causes the system to hang. Do you ever get the drawing page to load, or
does the Visio application seem to hang when you try to start new DB models?

If you have a 64-bit system, try these steps before loading a DB model
diagram (new or existing):
1) Create a new blank drawing
2) From the menu, select File | Print
3) Cancel from the Print dialog
4) Create new Database Model diagram (Or open an existing one)

If that solves your problem, then the work around will have to be performed
before launching the DB solution in each session of Visio. In other words,
if you close Visio and restart it, you'll have to do the same thing again.
This issue had been addressed in Windows Vista, by the way.
