Default Table structure for workplan

Can I use Access to store workplan that have the following structure? If yes
how?

Default Table structure for workplan

Access is a powerful toolbox. Once you restate all of what you described in
a more thorough and methodical manner, somebody will probably be able to
confirm that the answer to your first question is yes.

As far as how to do it, the first step would be to start learning Access.
Simultaneous with that I would start developing a methodical description and
list of the information entities that you want to store in the database, as
well as a list of the types of relationships between them that you want to
record. And post any specific questions that you have in these forums.
