Default [OL2k3] Public Folder Contacts - not shown in Navigation Pane

Hi,
I do have multiple clients and users and different behaviours with Outlook
2003 and Exchange 2003 in the background:

The user adds a new shortcut in the shortcuts navigation pane to a public
folder that contains contacts.

In some cases this shortcut is also shown in the navigation pane as 'other
contacts' (this is what the user wants to have); in some other cases the
shortcut is unfortunately only shown in the shortcuts section of the
navigation pane.
I haven't seen any options how to influence this behaviour...

Do you have any tipp?

The Contacts pane shows only those public folders in the Public
Folders\Favorites hierarchy.
