Default .ics files displaying as text

I am trying to create "Add to Outlook" links in emails for upcoming events.
I create the meeting request in Outlook. Save it as a .ics file to my
desktop. Then upload it to a SharePoint site. I then use the url for that
uploaded .ics file for the "Add to Outlook" link in the email. (I do not want
to send "meeting requests" as it goes out to a large # of people & not all
will need or want to attend and there is typically a large amount of other
information in the email.) I have one user who when she clicks on the link
the first time, she gets the "text" version of the ics file. If she clicks
again, then she will be prompted to download the ics file. I need to
eliminate that first attempt and just have it download correctly the first
time.

I have tried removing the alarm from the initial meeting request, but she
gets the same behavior. She's using OL 2003 and IE6.
