Default Not enough space on temporary disk

Access 2000, Windows 2000 Pro.
I am adding an autonumber surrogate key field to a table of 1.7 million rows
and getting the above message.

I initially thought it might be the old maxlocksperfile registry problem,
but after adjusting that, it has not helped.

Does anyone have any ideas. What is a "temporary disk" anyway?
