Default Overlay of two PPT slides

Can I combine two bitmap color slides in PPT so that one is made partly
transparent within the slide as viewed on screen?

If you add a rectangle (or any shape) the size you want the picture to be and
then in fill fill effects picture OK out

You can then go to fill more fill colors and adjust the transparency
