Default inserting a PDF into document, its low quality!

I dont see any way to place a PDF into a publisher document. The only way I
see how is to drag the PDF file on top of the document from another window.
Inserting it as a picture doesnt seem to recognize what a PDF is that way (Im
using Pub 2007). Anyway when i drag the PDF in, it shows it as a super low
quality way and prints that way too. How do i change this?
