How do I change the weekly format to Monday to Sunday instead of Sunday to
Saturday?

There are a few calendars available with the Monday-Sunday format. Do you have
Publisher 2003?
Open help, input Monday in the search.
If you change the date range with these templates it defaults back to Sunday.
There are more templates here, but they revert back to Sunday as well.

You could open a new instance of Publisher, cut and paste.
In other words, this feature is not available, but will be in later versions. No
consolation I know.
