How to "lock" a page so that previous page typing doesn't move it

There is no confusion about this at all. You cannot do this in Word: it is

However, if you format the first paragraph on page to to have a page break
before (part of paragraph formatting) it will always begin a new page. Heading styles are often set this way. I assume that you currently get it to be on the second page by a series of Enter key strokes.
