Outlook Contacts Not Working
A server side issue is definitely a possibility, especially if you get the

I've also reinstalled Outlook. Unless it's impossible to be a server-side issue, I think I have to delete the mailbox/account and recreate it. If I do that, I'll export his current contacts into something benign like a comma-delimited file or excel spreadsheet to get his contacts back.
