Default Add a caption to a picture in Publisher 2003?

I want to add a caption to a picture in a newsletter that I'm creating in
Publisher 2003. How do you do it? I've tried the Picture Toolbar and Format
Picture, but don't see any way to do it with them.

The picture has been inserted in the newsletter with no problem.

Thanks for any help you can give me.
