Default Formatting applying to entire page

We have a custom Word template that several people have
been working with. Since they have been working with this
template they are no longer able to highlight an item and
format it (bold, alignment, etc); when they do it formats
the entire page. What is causing this to happen? I am
assuming it is a setting in the template is causing this
to carry over to the Normal.dot.

I have deleted the Normal.dot and re-opened Word and it
works great, until we use the custom template.
