Default MS Access Toolbar Parameters

Another question.... on my startup screen, I was able to hide the toolbar at
the top of the screen so that endusers would not be able to get into the
makeup of the system... but on my other screens after the startup screen,
edit toolbar shows up... how do I hide or lock that toolbar on my other
screens?
