Default 2007 runtime version won't run on PC w/o Access installed

I have created a runtime version (using the full install option that
supposedly runs without Access installed) and put a demo on my website. A
potential client located in Georgia (I'm in Calif.) says that he gets the
msg that the accdr file needs Microsoft Access to run.
Any ideas why this is happening? Unfortunately, I don't have a pc without
Access to test it myself.

I found the problem. The install package would show the AccessRuntime.exe
file on my pc, then when I zipped the file, it would
disappear (??!!??), and not be included in the zipped file. I should have
noticed, because the zip file was only 11mb, and with the runtime included,
is 69mb. I asked the prospective client to download AccessRuntime from
Microsoft, and that fixed the problem.
