Default custom label page size in mail merge (on a mac)

I need to print out up to 4000 labels in numerical order, and figured
out how to do this by mail-merging an Excel document into word - but
my problem is this:

I need to use as small labels as possible - the smallest
laser-printable ones I found are by Avery on 4x6 sheets of paper.

Unfortunately, part of the process of setting up mail-merge includes
specifying one of Word's pre-set paper sizes from a drop down menu,
and none of them are close enough to 4"x6" to be usable.

While Word makes it possible to customize the label size, they make it
IMpossible to customize the paper size the labels come on.

I am using Word 98 - admittedly very old at this point, but tried
using Word X at a friend's, and microsoft still don't seem to make it
possible to change the label PAPER size. I see that avery makes "Label
Wizard" software - but only for Windows.

So - any ideas how to solve this problem?

Thanks!

Default

Use the nearest larger paper size and set the labels at the top of that.
Word won't care that there are huge margins.
