SOHO Fax and Phone Software

Does anyone know of any reliable software we can use along with OL 2003 to
answer a 2-4 line phone system? Hopefully it would use OL 2003 as the
Contact Manager and for email but would have some fax and telephone
broadcast capabilities, call forwarding etc.

I have looked at a few but found each one lacking in something. None even
come close as a Contact Manager. Thanks for any tips!
