Default Sizing cross functional flow chart bands

I have a vertical cross functional flow chart in Visio 2007 with 4 bands. I
want to resize the first band to make it narrower. I click the band header
and use the side green sizing handle and drag it to make it narrower. The
band pops back to its previous size.

I have read other posts and I cannot figure out what is happening. Any help
would be appreciated.

The band header has two handles, only one of them will work for resizing, for a vertical
chart it is the right-hand one. The left-hand handle behaves as you found.
