Default duplicate detection does not seem to work

I am using Outlook 2003 and trying to properly update a Public contacts
folder, copying contacts from a personal folder (CTRL-A, Copy to folder...),
with both new contacts and updated contact information.
I remember in the past that, when doing so, a window would pop up, prompting
for a confirmation as to whether a new contact should be created, or if the
existing contact should be updated with information from the new item. Now it
does not prompt for anything, and just plainly copies all contacts, obviously
creating duplicates where not necessary. In Tools\Options the "check for
duplicate data" is enabled.
Why did it work before, and how can it be set to work again ?
