Default Format Cells - Tabs Missing

It sounds like you had not finished entering your value into the cell.

If I hit enter (to finish editing), then Format|Cells, I get all the tabs.

But I think you've found the way excel uses to format individual characters in a
text cell.

If you protected the worksheet turn it off, so you can make changes.

Tools, Protection

or possibly you have a shared workbook,
look under Tools and also under Tools, Protection
