Default time intervals

Is there a way to change the time intervals in Outlook
2003 calendars?

Currently, the calendar shows 1 hour intervals; I would
like it to show intervals of 15 minutes.

If you're talking about the Day view, you can right-click the time scale on
the left and there will be several other options listed on the popup menu --
click the one you want to use.
