I'm not sure what the default setup on OL is, but when I select a New
Message, there is an OPTIONS button on the toolbar. Left click the Options
button; in the Voting and Tracking area, select what you wish, and Click OK

You can request a return receipt. I"m using word as my editor, so my
interface may differ from yours. There is an Options button on my tool bar
that I can press to select both a delivery notice and a read notice.

I believe you can also set return receipt requested as the default for all
email that you send. Look in Tools/Options
