Default Anchors splitting tables

When I use anchored objects along side Tables, the anchor "splits" or causes
a break in the table, which messes up the formatting.
A work-around is usually to move the anchor above or below the table, and
then lock it into place. Sometimes this is not an option, usually because a
table may take up all or most of the space in a page.
Is there a setting, or a way, to not have anchors affect tables in this
manner?
thanks

I can't seem to duplicate what you say but the "Layout in Table cell"
checkbox on the Picture position dialog can sometimes cause things like this
to happen.
