Default Include Files and Multiple TOC Levels

I have a document that is made of three levels of include
files. The main document and the include fields are used
as Word docs and are converted to HTML. (It's a single-
sourcing thing).

There is a table of contents for the whole main document.
And there are sub-TOCs in the include files (and therfore
in the main document) based on bookmarked text.

Up until yesterday, all the TOCs worked assuming I updated
and locked fields in the correct order. Now the page
numbers are correct but only some of the hyperlinks work.
I've yet to discover a pattern to why some links work and
others don't. Which ones work change when I update fields.

Anyone know how to fix this? I don't want to use RD fields
or master documents. I don't want to do a lot of manual
tweaking. If I could get Word to retain hidden bookmarks,
I might be OK (especially if I strip them all out once in
awhile), but I can't figure it out.

I'm using Word 2000.

Thanks

Nevermind--I figured it out. I changed the directory
structure and hadn't "built" the document(s) since then.
All files have to be in the same directory for the various
TOCs to work properly.
