Sorting by last name in "select names" within email

Default Sorting by last name in "select names" within email

My Outlook 2000 contacts are sorted alphabetically by last
name. However, within an email, when I go to "select
names," the contacts come up sorted by FIRST name. How do
I change the order so that the contacts are sorted by LAST
name?
