Default Outlook "Timing-Out" problem

I am using Outlook 2000, and after a while, my it (Outlook) quits
working, when I hit the F5 button to check for email.

This is the error that I'm getting:

A TCP/IP error occured while trying to connect to the server. (Account:
'work email', POP3 Server: 'pop.earthlink.net', Error Number:
0x800ccc15).

I ran telnet at the command line and get this reply:

+OK NGPopper vEL_5_9_3 at earthlink.net ready


CURRENT SYSTEM CONFIGURATION:
I'm using XP, SP2, with Outlook 2000 v. 9.0.0.2711 on a Windows 2003
server LAN.
My email comes in through the ISP (earthlink), not exchange. Under XP
security center, I checked to see if the firewall was activated, and it
said "NO". We are using Symantec (from the server) for virus scanning.


The problem is only intermittent. When I come in the morning, and
login, its fine. But after a while (say 2 hours or so) it doesn't work
anymore, and the only way to resolve the problem is to reboot. Then it
will work fine, until it "times-out" again.

Our IT guy doesn't know why its happening, so please don't suggest to
ask him, he is clueless.

If this isn't enough information, please suggest what type of
information I will need to provide you for a better response.
