Default Save as webpage: Why on earth VML and not SVG?

Web export in 2007 is a frustrating affair to say the least...
I don't get the reasoning behind this; why use VML and not
fully support SVG in the webpage export? SVG is there but
doesn't really work; causes all kinds of funny problems with
rendering.
I guess it boils down to the lack of support for SVG in IE?

Do many of you export your diagrams as webpages? Have you
had to spend much time on workarounds for interoperability?
Are there any better tools for web export using the API?
