Cannot add connection points

I am trying to add connection points to a text box in Visio 2003.
Specifically, I already have three connection points along the left edge of a
text box and I need to add a fourth. I am not able to add any connection
points to any shapes in my file - I follow the "help" instructions exactly,
but when I CTRL+click, nothing happens. Is there some setting I need to
change in order to enable the addition of connection points?

you have selected the connection point tool?

you have selected the connection point tool?

I've just noticed that if the pointer tool is selected then holding
the control key also shows a + near the pointer. This is not the same
as the x that marks where a connection point will be added.
