Cannot add shapes to page in Visio 2007

Repro:
Visio 2007 installed on Vista
Create floor plan with multiple pages
attempt to drag a new wall onto the page

Actual Result:
When attempting to drag a new wall (or any other shape) the pointer turns
into 'cross hairs' and the shape briefly shows up in the lower left hand
corner. The shape never lands on the page.

Other variables
- duplicating any shape on the page - item is duplicated but you cannot
resize or move shape
- other pages in the same set of drawings works fine.
- Cannot copy object from one page and paste to the affected page. Same
effect
- Cannot copy affected page and repaste into another page or new drawing.
- Have check protection on entire sheet, no protection.
