Default Cant login to server anymore (but Outlook express still can!)??

After what appeared to be a HDD crash I've got my system working again
for the most part. However, I am no longer able to send or receive
email using MS Outlook 2003. The bizarre thing is that Outlook
Express works.

I set up the e-mail accounts in Outlook, and the "test account" works
- it is logging in and sending the test message. However, when I use
"send/receive" I get prompted for password (despite having checked on
remember password) and it doesn't work. I get an error message
0X800CC92 and a "ERR - Missing parameter", saying I can't login to the
server. I am 100% sure all of the settings in the e-mail account
settings are correct.

I have tried creating a new e-mail profile but Outlook tells me I do
not have sufficient permissions to use it (which is strange because
I'm the only user on this computer and I have admin access). I have
tried editing the registry as described in http://support.microsoft.com/kb/829918
to no avail.

When I use "send/receive" in Outlook Express, it does indeed send and
receive. So I'm not without e-mail, but I really would prefer to use
the full version that I paid for. has anyone else encountered this
problem and been able to fix it?

I would suggest you contact your mail provider and ensure everything is 100%
ok. That's the only time I've seen that error is when the username/password
is not correct. It could be that the server requires SMTP authentication
when relaying (sending to addresses outside your email organization), which
would explain why you can send messages to yourself using the Test Account
feature, but not to other people. If you can consistently send email to
yourself (remove any other messages from your Outbox and send some to
yourself) then that's likely the problem. It is also possible that your
provider uses a ports other than 25 and 110.

Go into your Outlook Express settings and click on the Advanced tab. The
default ports used by your mail applications are 25 for Outgoing mail (SMTP)
and 110 for Incoming mail (POP3). See if these values are different in your
Outlook Express.

While in here, click on the Servers tab and see if "Log on using Secure
Password Authentication is checked (it isn't by default). Also check at the
bottom and see if "My server requires authentication" is checked. If it is,
click the Settings button and see if it's set to log on using a username and
password other than the format of the incoming mail server info.
