If you need Publisher 2002, you will need to look for a used copy on
eBay.com.

Definitions:
Upgrade: Moving from one version of a piece of software to another. e.g.
Publisher 2000 Publisher 2002
Update: Patching a particular version of Publisher to keep the version the
same, but add a little new functionality or (more often) to fix bugs.

Upgrades cost money, because you are getting a different application (used
Word 6.0 and Word 2002? You'll know what I'm talking about). Microsoft do
not offer upgrades on the internet.
Updates are normally free and downloadable.

No Office program has a free online update available to the latest version.
Which is why you need to buy a new version.

In addition, there is no such thing as Windows Office XP. Windows XP is an
Operating System (or OS). Windows is the product name, XP is the version
(like Windows 95 or 98). Office XP is an office suite. Office is the
product name, XP is the version (like Office 97 or Office 2000). Within the
Office XP family, all the programs were version 2002 - Word 2002, Publisher
2002, etc. There was no such thing as Word XP (despite what some book
manufacturers will try to tell you).
So, I'll assume you have Office XP on Windows XP.

I would highly recommend buying Publisher 2003 over 2002. It has a very
similar interface to Publisher 2002, although there are some changes, and it
can open files from Publisher 2002 with no formatting loss - and more
importantly, Publisher 2002 can open files from Publisher 2003 with no
formatting loss either. In addition, Publisher 2003 is vastly more
functional and easier-to-use than Publisher 2002.
