Shrink not working ?!?

,I have a report section that consists of two text boxes, the first always
has some content but the second is sometimes empty. I have Grow and Shrink
both set on this text box, however, when the contents are empty the report
still prints blank space where the contents would be. I want this space to
shrink to nothing when the box is empty. I thought Shrink would do this but
it doesn't. How do I get this blank textbox to shrink to nothing?

Does the section where the Text box located in, has also the properties of
the can shrink and can grow set to yes?

Can Shrink will only work if there is NO OTHER control on that same
line.
Which section?
Also set that Section's CanGrow and CanShrink properties to Yes.
