Default Endnote and Section Break Placement

I have been having trouble getting my endnotes and section breaks to behave
properly even after following some of the suggestions posted on the Microsoft
Office Online discussion groups and in the following article:

I have a Word document two pages in length, containing two endnotes. I
inserted a next page section break at the end of page one in order to
correctly format the different top margins for pages one and two. I also
inserted a next page section break at the end of the document in order to
create a references page following the endnotes (as suggested in the above
article). One of my endnotes is within section one and the other is within
section two. I set the endnotes to appear at the end of the section for both
sections, and suppressed the endnotes from within section one. Section two
ends halfway down page two, and both endnotes appear in "endnote space"
immediately following the next page section break on page two, in the space
remaining on that page. I would like for both endnotes to go onto their own
page, and then have a references page following that.

Sound to me that you need footnotes not Endnotes.
Convert the Endnotes to Footnotes, then have a Cross-reference to these
footnotes.
