Default how to display "äöü etc" correctly in outgoing and incoming mails?

Hi,

how must we set up our outlook 2003 and 2007 environment so that we are able
to send html-Mails with mutated vowels e.g. äöü?

I use the following test szenario

Sender:
Server: SBS2003 with Exchange 2003
Client: Outlook 2003
Codepage for outgoing Mails: Westeuropäisch (windows)

Reciever:
Server: SBS2003 with Exchange 2003
Client: Outlook 2003
Codepage for outgoing Mails: Westeuropäisch (ISO)

1. The Sender sends a html mail with äöü ßßß as text
--The Reciever gets the mail and it is displayed correctly
2. The Sender sends a html mail with äöü ßßß as subject and as text
--The Reciever gets the mail and the subject is displayed correctly but the
Text isn't!!!

Here is the header of the 1st mail:

The 1st mail interprets outlook correctly and for displaying it uses the
Westeuropäisch(win) codepage.
At The 2nd mail goes somethin wrong because outlook uses the utf-8 codepage
for displaying and the text is'nt readable only the subject.

Sorry for my poor english, I hope you can understand what i mean.
Have you any suggestion for that?
