Sure, it can; it'll be a lot of work. You are very unlikely to find a template at all, much less one that is tailored to your specific needs (an auto insurance office database for New York State will look very different from a health insurance database for New Zealand). You will either need to learn a good bit about Access yourself, or hire an expert (check their history and credentials first!) to build you one; or purchase some commercial insurance agency software (no, I don't have any leads for such, talk to your colleagues and underwriters about what they use). -- John W.
