Can Outlook 2003 be installed and run on a portable drive?

Default Can Outlook 2003 be installed and run on a portable drive?

I have a professor who will be traveling to Europe for an extended period of
time and he wants to be able to get his email using Outlook 2003. He has
access to Outlook Web Access and this is OK for current email but does not
give him access to his archive files.

Is there any way that Outlook can be set up on a USB drive that he can plug
into a computer in an Internet cafe and be able to connect via HTTP to the
Exchange server and open his archive file that would be on the same USB
drive? We currently use the HTTP connection on laptops, but he is not taking
a laptop with him.

Is there another solution?
