Default Allow users to maintain contact details in GAL

Is there a way to allow the users to maintain their own contact details
(telephone, cell, pager, etc) or is this something the administrator should
do when setting up new users. If admin, great for new, but how to handle the
120 current users?

I have read several posts about creating a public address list and giving
permissions, downside is all adds/deletes need to be made both in AD and the
public address list.
