Default Moving Controls in Design View

I am using the form wizard in Access 2007. After creating the form, I switch
to design view. When I select a control, it won't let me move it. What am I
doing wrong?

After creating the form, I switch to design view.

The form is created in design view, so you are switching to normal view.

I verified that I am in design view and it won't let me move the controls.

It may have got "grouped".

Click the control (in design view)
Then select Arrange ( in Form Design Tools) click Remove.
