Default Changing security settings in Outlook 2003 email attachments

Can someone tell me how to change/get rid of the security
settings that disallow Outlook to deliver attachments
that are .scr, .exe, etc.? Apparently there was
a 'security patch' that I must have applied at some point
in time that did this.

Is there a way to find out what security patch this would
be and uninstall it? Or is there something else that can
be done? Any help would be appreciated. I actually need
to be able to accept some of these types of files and
it's getting rather frustrating and aggrevating for me
and my clientele. Thanks much!
