Default Disconnect Outlook times from systems time zone settings

I frequently travel through time zones. When appointments are made they are
always made with people in a certain time zone on an hour corresponding to
the time zone where the meeting will take place.
I am not so much interested to have these scheduled appointments changed
when I change my time zone settings, which I want to do to have my e-mail
sender's info correct and be able to plan my day.
Why isn't there a feature that makes the Outlook timing independent from the
time zone settings. A meeting set at 2pm remains at 2pm in Outlook also when
the system time zone changes, and more so when the diary is synchronized with
a PDA (and / or other items), even when the PDA setting is still in a
different time zone.

Outlook correctly uses UT and time zone offsets to set appointments. Don't
change the time zone - use dual zones instead.
