Cant perform Outlook 2003 only upgrade

Hi,

I see a few others have had this problem, but I haven't seen a resolution yet.

Office XP installed base, have successfully built and tested transforms to
upgrade these installations to full Office 2003 (using Local Install Source
rather than admin install point). I now have a requirement to upgrade only
the Outlook component to 2003 on some machines.

I have used CIW to create a new transform, setting everything except outlook
to not installed. When I run this on a machine without office at all, it
correctly installs just Outlook 2003. However, when I run it on systems
with Office XP installed, it upgrades all components to Office 2003, not just
Outlook.

Very strange - don't understand this, any suggestions MS?
