Visio 2007 adds ../ to HREF after exporting to html.

I have the following hyperlink added to a visio drawing
"app?f=opa&page=P04&anchor=5.12.1.1". When I save this file as a webpage
Visio adds "../" to the front of the hyperlink I added. Is there a setting
in Visio 2007 that will export the visio file as a webpage and not add "../"?
