Default Can't send or receive

Re-install of Outlook. It worked for a day. Lost Send /Receive icon on
toolbar - It also does not appear in TOOLS. Tools also does not show "Rules"
any more.

Two e-mail accounts in system. Both check out OK. When message is on
screen, clicking ACCOUNTS icon gets "fatal error occurred in Outlook.

Have transfered old .pst file, have gone back to new .pst file. Both work
(or don't work the same.
