Default File sharing Lock count exceeded

I'm trying to normalize a table using the analyze feature.

The table has student information for each student in the county including
their teacher and school they attend. I want to put the teacher data in a
teacher table and school data in a school table. (student has one teacher,
teacher works at one school, school has many teachers, teacher has many
students).

I'm getting the message "File Sharing Lock count Exceeded, increase
MaxLocksPerFile registry entry. Why am I getting this and what can I do
about it?
