Default Can I specify the timezone of the meeting in Outlook?

I get a lot of emails requiring me to set up meetings at 11am Pacific time
etc. I live in GMT but often travel to GMT+1 etc.

When I create a meeting appointment I want to be able to specify that it is
at 11am PST or 6pm GMT and for this to change appropriately if I change my
system clock when traveling.

Why can't outlook do this? It seems pretty trivial ..

Outlook 2007 is the first version of Outlook that can deal with
appointments in other time zones. Older versions (Outlook 2000,
Outlook XP, Outlook 2003) could not.

you can't create it for 11 am and have it stick to 11 am if you change the
time zone. You can use dual time zones to make it easier to set the
appointment at 11 am in a specific time zone. Outlook 2007 makes it easier
as you can select the time zone when you create the appointment. Either of
these workarounds will display the appointment at the equivalent of that
time - i.e., 2 pm eastern for an 11 am pacific appt.
